MOP, DC and DA Explained

If you’re looking to optimise the management and supply of energy for your UK business, it’s important to understand the role of a meter operator (MOP), data collector (DC), and data aggregator (DA). These can play a critical role in recording and validating your business’s energy consumption data, helping you manage energy usage more efficiently and potentially reduce costs.

In this blog, our experts break down MOPs, DCs and DAs, explaining what they are and why they’re important, as well as show how World Kinect can help manage these contracts for your UK business.

Note: although new naming standards will be introduced in October 2026, MOP, DC, and DA remain the terms used today.

Meter operator agreement (MOP)

The meter operator agreement (MOP) is a contract that covers the costs of installing, maintaining, and operating energy meters. A MOP ensures that your meter data is communicated accurately, which leads to more precise billing and better energy management.

Choosing your own MOP, rather than using a default service, gives you more control over these services and helps ensure you’re getting the best rates available.

For businesses with half-hourly meters, working with a meter operator is essential and will ensure that energy data is properly managed and recorded.

As part of the market-wide half-hourly settlement (MHHS) changes, all companies will move to half-hourly metering over the next year.

Data collection and data aggregation (DC and DA)

In addition to having a Meter Operator (MOP), businesses also need a Data Collector (DC) and a Data Aggregator (DA) to handle energy data. Here are the key components:

The Data Collector (DC) collects and validates data from your meters, which is then sent to your energy supplier and the DA.
The Data Aggregator (DA) compiles and prepares this data for billing and reporting purposes.
By understanding your energy consumption patterns, you can identify areas for savings and improve efficiency.
Selecting your own DC/DA provider, rather than using a default service, can help you avoid double charges and ensure cost-effective data management.

Why are MOPs, DCs, and DAs important?

MOP, DC, and DA services play a crucial role in efficient energy management, helping businesses maintain accurate billing, ensure regulatory compliance, and optimise energy usage. Here’s why they are important:

Accurate energy billing: MOP, DC, and DA services are essential for ensuring accurate billing. By securing the right contracts, you can have peace of mind that you’re being billed correctly, based on actual usage, while also managing energy costs more effectively.
Data transparency and regulatory compliance: UK regulations require transparent energy data collection and aggregation. Combining MOP, DC, and da services into one contract can reduce costs and ensure compliance with legal standards, helping you avoid penalties.
Optimising energy usage and efficiency: the data provided by these services allows you to spot inefficiencies and optimise energy use. By understanding consumption patterns, you can implement strategies to reduce waste and improve energy efficiency.

Who needs MOP, DC, and DA services?

All businesses with half-hourly meters are required to have MOP, DC, and DA services in place. Companies with peak load usage exceeding 100kw, or half-hourly settled supplies, could stand to benefit significantly from these services, as they provide comprehensive data across multiple sites, helping businesses better manage energy costs and consumption.

Industries such as manufacturing, retail, and logistics, in particular, can see major advantages due to their high energy usage. However, businesses of all sizes can benefit, with larger businesses often seeing the biggest savings.
